VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING December 5th, 2022

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris,  Laurent, Schluter, Bickers, Gadeken, and Hooker.  Village Clerk Fish and Treasurer Reinhart were also present.  Village Maintenance Supervisor Jeff Wyant and Attorney Miller were absent.
 
PUBLIC COMMENTS:
         
          Colten Allen came to speak about his wanting to rezone a property within the 1.5 mile village limit that he is looking to possibly purchase.  Clerk Fish incorrectly told him that did not need to present anything to the board that evening.   However, she got all the information from him and can get the process started. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the
November 7th,  2022 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the November 7th, 2022 Board of Trustees meeting be approved. Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith asked Mike Friend from Farnsworth to review his findings regarding the bridge inspections in the Village but he did not have any new information as of yet; it will be added back to January's agenda.
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant was absent.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $360 to RT Graphics, $100 to IPMAN, $162.35 to Birkey's Equipment, $333.13 to Falcon Equipment, and $57.67 to Rogard's Office Products.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
          
 
 
 STREETS AND ALLEY
 
          Trustee Gadeken stated that he would like Clerk Fish to purchase some door hangers that we could use to let Village residents know of public works projects coming up in their neighborhood.  Trustee Gadeken also stated that Village Maintenance Supervisor Wyant purchased a ride on snow blower and that it should be here by December 8th.  
         
WATER/SEWER/UTILITY
 
          Trustee Harris was still waiting on a bid for a drain repair on Byron; he is hoping that we can just cap it.
 
PUBLIC PROPERTY
 
          Trustee Bickers had nothing to report.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
         
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter would like Clerk Fish to change the wording on her notice advertising the open Village Board of Trustees positions from one to four open positions.  He also wanted to thank Jeff and Terry for putting up the Christmas decorations.
         
          Trustee Gadeken made a motion to adjourn the meeting.  Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:14pm.

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Harris,  Laurent, Schluter, and Gadeken.  Trustees Hooker and Bickers were absent.  Village Maintenance Supervisor Wyant, Clerk Fish, Treasurer Reinhart and Attorney Miller were also present.
 
PUBLIC COMMENTS:
         
          There were no public comments.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the
 October 3rd, 2022 Board of Trustees meeting.  Trustee Harris moved that the minutes of the October 3rd, 2022 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith did not have any more comments, however, he requested that Mike Friend with Farnsworth Group report on what he found out about the bridges in town that the Village is responsible for maintaining.  He stated that bridge inspections were done on a 2 year cycle and the last inspection for the bridge on Victory was done in March 2022 and was found to be in good to very good condition.  The bridge on Byron is due for inspection in March 2023; the last inspection found it to be in not quite as good of condition as the
Victory Street bridge but still good condition.  Clerk Fish then asked the question if the load limit sign on the Byron Street bridge needed to be changed because it states that there is a 5 ton load limit and the fire trucks that go across it for the parades weigh more than that.  Mike Friend said he would check into it and let us know at the next meeting. 
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller presented the board with the Annual Tax Levy Ordinance for their approval.  Trustee Harris made a motion to approve Annual Tax Levy Ordinance #2022-04.  Trustee Laurent seconded the motion; the motion was approved with all ayes on a roll call vote.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that Leaf It To Us forgot to trim one of the trees they were contracted to do for the Village at 108 East Byron, so they will take care of that.  He also reported that he fixed a drainage tile in front of Trustee Harris's house, sinkholes were forming and came to find out that there was a huge hornets nest in the ground.  He also put a new manhole in front of 208 North White Street; water kept pooling in the driveway.  He also was able to get the Village Information put onto the new boom truck and that he winterized the concession stand at Witt Park.  He also said that the wind had caused some damage on the ceiling under the carport on the Community Building and that he called FBI to get replacement pieces.
 
FINANCE REPORT
 
          The financial reports were read by President Arrasmith since Trustee Hooker was absent.  Trustee Harris made a motion to pay the bills with the additions of Comcast for $264.64, $112.60, and $110; Martin Equipment to fix the backhoe for $14,168.18; and to J and S Wastewater for $305 and $20.70.  President Arrasmith also explained that Trustee Hooker would like to move the 6 month certificate of deposit into a 15 month CD at a rate of 3%.  Trustee Laurent made a motion to close the $400,601.18 6 month CD and reinvest it into a 15 month CD at a rate of 3%.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
          
 STREETS AND ALLEY
 
          Trustee Gadeken stated that the contract with the speed radar sign company was up for renewal but that we didn't really need to use the data that they were providing us so we are not renewing the contract. 
         
WATER/SEWER/UTILITY
 
          Trustee Harris wanted to discuss the fines that the Village established for mowing offenses. He does not think they are steep enough.  After much discussion, it was decided that the fines would not be changed, however, the Village could charge on the higher side for the actual cost of the labor that was used to mow the property. 
 
PUBLIC PROPERTY
 
          Trustee Bickers was absent, however, Village Maintenance Supervisor Jeff Wyant reported that there was one permit, #749, issued at 409 South Washington for a garage.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
         
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter reported that Clerk Fish's email was completely full and even with deleting items she was still not able to send or receive emails, so he contacted Dan Moisson to upgrade her email capacity for $30. 
         
          Trustee Hariris made a motion to adjourn the meeting.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:50pm.

JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant asked if he should still be taking notes and pictures of abandoned vehicles in the Village since it's so hard for us to do anything about them.  President Arrasmith responded that he should and Attorney Miller suggested bundling a few abandoned houses and cars together for the Village to start taking them to court. 
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills; with the additions of $456.57 to Caseys and $133.85 and $265.10 to Comcast.  Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote. 
          
 STREETS AND ALLEY
 
          Trustee Gadeken was absent.
         
WATER/SEWER/UTILITY
 
          Trustee Harris had Leah Ray speak about hosting a memorial run in honor of Katie Moore.  Mrs. Ray stated that she will be hosting the run starting and ending at Winston's Old Bank on Saturday, November 5th.  She stated that she should not need any of the roads blocked off for the race, however, the Trustees would like to close Railroad Street to the South of the American Legion building so that runners will have a place to congregate away from the truck harvest traffic.  Mrs. Ray and her family would also like to purchase a plaque and plant a tree honoring Ms. Moore.  She would like to plant the tree before the race and will await the Village's permission as to where she can plant it.   
 
PUBLIC PROPERTY
 
          Trustee Bickers reported that there were no permits issued.  Trustee Bickers stated that he received a bid from Wingle Construction regarding fixing the electrical and drywall issues in the Community Building.  They gave us a bid of $11,675 to fix the issues.  Trustee Harris made a motion to spend up to $12,000 for Wingle Construction to repair the issues with the Community Building.  Trustee Laurent seconded the motion; the motion was approved with all ayes on a roll call vote with Trustee Bickers abstaining.
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter asked about our current agreement with Ameren and if we were able to obtain cheaper rates.  Clerk Fish and President Arrasmith explained that we have hired Simec to watch the competitors rates and they will let us know if they find one that is cheaper. 
         
          Trustee Bickers made a motion to adjourn the meeting.  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:26pm.

​          The Sidney Village Board met on the above date for the regular monthly meeting. The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Hooker, Harris, Bickers, Laurent, Gadeken and Schluter.  Village Maintenance Supervisor Wyant, Clerk Fish were also present.  Treasurer Reinhart and Attorney Miller were absent.
 
PUBLIC COMMENTS:
         
          There were no public comments.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the
 August 1st, 2022 Board of Trustees meeting.  Trustee Harris moved that the minutes of the August 1st, 2022 Board of Trustees meeting be approved. Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked the Trustees to review the bids for the sidewalk repairs.  Trustee Harris made a motion to hire A and R Mechanical Services at a cost of $38,427.13 to be paid from the RBI (Rebuild Illinois) Funds.  Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote. 
          President Arrasmith then asked the Trustees to discuss repainting the basketball courts at a cost of $750 by Jeff Cross.  Trustee Laurent made a motion to approve painting the basketball court at a cost of $750.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. 
         
          ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller was absent.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that he was done watering the newly planted trees and that the watering bags have been removed; he left the bracing on the trees.
          Supervisor Wyant then asked if we could purchase a boom truck from Donnie Happ for $30,000.  He stated that we could purchase it using the ARPA Relief Funds since it has a 45 foot crane on it that we could use for trimming trees.  Trustee Gadeken made a motion to purchase the boom truck for $30,000 from the ARPA Funds.  Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
          Supervisor Wyant then asked if he could purchase a brush mower that attaches to the backhoe for $29,907.  Trustee Bickers made a motion to spend up to $32,000 of the ARPA Funds to purchase a brush mower and any attachments needed for it.  Trustee Laurent seconded the motion, the motion passed with all ayes on a roll call vote.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills; with the additions of $101 to Orkin and $242.19 to Rogards.  Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote. 
          
 STREETS AND ALLEY
 
          Trustee Gadeken had nothing to report.
         
WATER/SEWER/UTILITY
 
          Trustee Harris had nothing to report. 
 
PUBLIC PROPERTY
 
          Trustee Bickers reported that there were no permits issued.  Trustee Bickers also asked to have the discussion of fixing the electrical at the Community Building moved to next month's agenda; he is having difficulty getting people to show up to give bids.  He also stated that it would be best to fix the electrical before repairing the drywall. 
 
PARKS AND RECREATION
 
          Trustee Laurent had nothing to report.
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter thanked the Trustees for the flowers for his father's funeral.
         
          Trustee Bickers made a motion to adjourn the meeting.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.  The meeting was adjourned at 7:42pm.

​          The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Hooker, Harris, Bickers, Laurent and Gadeken. Trustee Schluter and Village Maintenance Supervisor Wyant were absent.  Clerk Fish, Treasurer Reinhart, and Attorney Miller were also present.  
 
PUBLIC COMMENTS:
         
          Mike Friend with Farnsworth Group wanted to let us know that their Business Development Representative, Matt Davidson, was at Sidney Fun Daze this past weekend and was super impressed with it and had a great time; he also expressed how nice it was to meet Clerk Fish and Treasurer Reinhart at the CIMOA meeting in Mahomet.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the July 5th, 2022 Board of Trustees meeting.  Trustee Gadeken moved that the minutes of the July 5th, 2022 Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked for the board to approve up to $2,000 for Clerk Fish to attend her annual Municipal Clerk’s Institute in Bloomington in October.  Trustee Laurent made a motion to approve up to $2,000 for Clerk Fish to attend MCI in October.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote. 
 
ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller did not have any comments.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant was absent.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills; with the additions of $85.19, $37.39, and $30.90 to Illinois American Water, $165 to Royal Bookkeeping Services, and $300 to Miller and Hendren.  Trustee Bickers seconded the motion; the motion carried with all ayes on a roll call vote.  
           
 STREETS AND ALLEY
 
          Trustee Gadeken reported that the tar and chipping of the Village roads should be completed by the end of August.
 
         
WATER/SEWER/UTILITY
 
          Trustee Harris had nothing to report. 
 
PUBLIC PROPERTY
 
          Trustee Bickers had nothing to report.
 
PARKS AND RECREATION
 
          Trustee Laurent stated that he had checked on the price of a foul ball net for the Witt Park ball diamonds and that it would cost an estimated $120,000.  Trustee Laurent then suggested that we could perhaps just build rooftops over the bleachers to protect fans from foul balls for a much lower cost.
          Trustee Laurent then stated that the Village has three accounts with Comcast for internet service and that our two year contract with them has ended and our bill will go up $110 per month if we do not renew another two year contract with them.  Trustee Gadeken made a motion to renew our contract with Comcast.  Trustee Harris seconded it; the motion passed with all ayes on a roll call vote with Trustee Laurent abstaining since he is employed with Comcast.   
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter was absent.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING July 5th, 2022

​          The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Hooker, Schluter, Laurent and Gadeken. Trustees Bickers, and Harris were absent.  Clerk Fish, Treasurer Reinhart, Attorney Miller and Village Maintenance Supervisor Wyant were also present.  
 
          A Public Hearing regarding rezoning properties on Sunset Drive from R-1 to R-2 was held before the regular monthly meeting.       No residents showed up for public comment so the board went straight into the regular monthly meeting.
 
PUBLIC COMMENTS:
         
          Resident Kurt Foster reported that there was still a white tree flag located at 17 Dunlap Woods and no new tree was planted there.  The board responded by stating that the tree that was meant to be planted at that location was planted in another location.
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the June 6th, 2022 Board of Trustees meeting.  Trustee Schluter moved that the minutes of the June 6th, Board of Trustees meeting be approved. Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then asked for a motion to approve ordinance #2022-03 “An Ordinance Rezoning 712,714,716,718,720 and 722 South Sunset Road, Sidney, Illinois from R-1 Residential to R-2 Residential.”   Trustee Laurent made a motion to approve Ordinance #2022-03.  Trustee Hooker seconded the motion; the motion passed with all ayes on a roll call vote.
          President Arrasmith then asked for the board to approve the temporary liquor license for Fun Daze on Friday July 29th and Saturday July 30th for the beer tent.  Trustee Laurent made a motion to approve the liquor license for Fun Daze.  Trustee Hooker seconded the motion; the motion passed with all ayes on a roll call vote. 
 
ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller did not have any comments.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that the trees were marked for the bid process and that he doesn’t know the date for oil and chipping of village roads yet.  He is going to be painting curbs and handrails and cleaning up the downtown area in preparation for Fun Daze at the end of the month.  Supervisor Wyant also expressed concern that he is not able to weed whack the ditches anymore because there are poisonous plants in there and he became ill.  He is gong to work in conjunction with the Township, they have a brush cutter that we can use.  The parking lot lines at the Community Building were repainted and are guaranteed for three years.  Supervisor Wyant then asked the board if they wanted him to oil and chip the parade route and the answer was yes. 
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills; there were no additions.  Trustee Laurent seconded the motion; the motion carried with all ayes on a roll call vote.  
           
 STREETS AND ALLEY
 
          Trustee Gadeken did not have any comments.
 
         
WATER/SEWER/UTILITY
 
          Trustee Harris was absent.   
 
PUBLIC PROPERTY
 
          Trustee Bickers was absent, but Supervisor Wyant stated that permit #745 was issued to American Storage for 11 portable sheds added to their storage facility.  Permit #746 was skipped, permit #747 was issued to 208 South Scarborough for a portable shed, and permit #748 was issued to 510 Witt Park Road for a permanent shed. 
 
PARKS AND RECREATION
 
          Trustee Laurent stated that they have 3 teams for fall ball and that he will need to put discuss purchasing a new net at ball park for foul balls on next month’s agenda instead. 
 
          COMMUNITY DEVELOPMENT
 
          Trustee Schluter reported that the website is up to date and that he had the new address for the community building added to it.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING June 6th, 2022

​          The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Hooker, Harris, and Gadeken. Trustees Schluter, Bickers, and Laurent were absent.  Clerk Fish, Treasurer Reinhart, Attorney Miller and Village Maintenance Supervisor Wyant were also present.  
 
          PUBLIC COMMENTS:
         
          Resident Kurt Foster reported that there is a maple tree on Bluff street in the floodplain that needs to be taken down.  One of it’s branches has fallen onto a telecom line and the Village also planted an elm tree next to it and the elm tree won’t grow in the shade of the maple. 
          Mike Roy with the Sidney Improvement Group reported that Sidney Fun  Daze will be the last weekend of July as usual and they have spent about $7,100 on inflatables, petting zoo and bands, etc.  He is asking for any amount of a monetary donation from the Village to support Fun Daze.  Trustee Harris made a motion to donate $5,000 to the Sidney Improvement Group to support Fun Daze this year.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the May 2nd, 2022 Board of Trustees meeting.  Trustee Gadeken moved that the minutes of the May 2nd, Board of Trustees meeting be approved. Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then began by asking to board to approve spending up to $1,800 for Clerk Fish to attend the Illinois Municipal League Annual Conference in Chicago in September.  Trustee Gadeken made a motion to approve up to $1,800 so that Clerk Fish can attend the IML Conference in Chicago.  Trustee Hooker seconded the motion; the motion passed with all ayes on a roll call vote. 
          President Arrasmith then reported that the drain in Dunlap Woods that has created a sinkhole is not the Village’s property.  The Village had the line scoped with a camera and there are a few illegal hookups to the Village line.  It was concluded that the problem tile is the resident’s responsibility.
          President Arrasmith then addressed the issue with standing water in the ditch in front of the houses of 4, 5, 6 Dunlap Woods.  Trustee Harris said the Village’s best option right now is to ask the resident who is draining their sump pump into the ditch to move it to his backyard and see if that makes a difference first. 
          The state deposited the Village’s REBUILD (RBI) Funds into our Motor Fuel Tax account in the amount of $67,716.30.  Mike Friend with Farnsworth Group explained how these two funds are comingled in our MFT fund now and that we will need to make resolutions for the expenditures we decide to use it on and how much came from each source; IDOT will then keep track of it.  He stated that if it was under $25,000 that it did not have to be reported on the state list, we would just use it as we would our normal MFT funds. 
 
ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller stated that we will hold a special meeting right before our next regular meeting to discuss and approve changing the zoning from R1 to R2 on the duplexes on Sunset Drive. 
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that he had tried using the machine that the Village could rent to repaint the lines of the parking lot for the Community Building and said that it did a terrible job.  He then stated that he could have Jeff Cross come and repaint the parking lot for $500.  Trustee Harris made a motion to approve hiring Jeff Cross to repaint the lines in the parking lot of the Community Building for $500. Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
         
          Trustee Laurent arrived at the meeting at 7:27pm.
 
          Village Maintenance Supervisor Wyant then stated that the backhoe needed new tires and the cheapest quote he could find for them was for $1,800.  Trustee Harris made a motion to spend $1,800 to purchase new tires for the backhoe.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote. 
          Mr. Wyant then reported that American Way Storage had placed 11 new portable sheds onto their property without getting the proper permits, so he sent them the paperwork to fill out and an invoice for $550.  He also fixed the stop sign at the corner of David and Byron; and stated that the outlet next to Little Bear was not working.  He also received some signs from the Unity High School FFA teacher that are awards that a couple students from Sidney received and that he will put those on a post by the Welcome sign. 
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $63.45 to Falcon Equipment and $101 to Orkin.  Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.  
          Trustee Hooker then stated that she and resident Sue Hartman bought and potted all of the hanging plants in the downtown area.

          Trustee Gadeken did not have any comments.
 
         
WATER/SEWER/UTILITY
 
          Trustee Harris stated that a Vermeer machine is too expensive for the Village to rent and that having the guy that we use now jet the drains is cheaper.

          Trustee Bickers was absent, but Supervisor Wyant stated that permit #744 was issued at 411 Tempa Drive.

VILLAGE OF SIDNEY BOARD OF TRUSTEES MEETING May 2nd, 2022

​          The Sidney Village Board met on the above date for the regular monthly meeting.  The meeting was opened at 7:00p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Hooker, Bickers, Harris, Gadeken and Laurent. Trustee Schluter was absent.  Clerk Fish, Treasurer Reinhart, Attorney Miller and Village Maintenance Supervisor Wyant were also present.  
 
          PUBLIC COMMENTS:
         
          Resident Kurt Foster commented that someone is doing a good job trimming the honeysuckle bushes out at Witt Park.  Trustee Gadeken stated that they are currently waging war on the poison hemlock within the Village.  Mr. Foster then showed the board members what garlic mustard looks like and advised them to remove it as soon as they see it or it will get out of control. 
 
          PRESIDENT ARRASMITH’S COMMENTS
 
          President Arrasmith asked for a motion to approve the minutes for the April 4th, 2022 Board of Trustees meeting.  Trustee Gadeken moved that the minutes of the April 4th, Board of Trustees meeting be approved. Trustee Harris seconded the motion; the motion carried with all ayes on a roll call vote.
          President Arrasmith then began by asking the board members to review the Appropriations Ordinance and for a motion to approve it.  Trustee Gadeken made a motion to approve Ordinance #2022-2 “Annual Appropriation Ordinance for 2022-2023.”  Trustee Laurent seconded the motion; the motion passed with all ayes on a roll call vote.
          President Arrasmith then asked for a motion to approve an agreement to challenge IAW’s rate increase.  Trustee Laurent made a motion to authorize the Board President to execute an agreement with Champaign and other municipalities to challenge Illinois American Water’s rate increase before the ICC and hire special legal counsel as presented.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote. 
          Finally President Arrasmith wanted to say Thank You to everyone who was involved with helping for Dumpster Days. 
         
ATTORNEY MILLER’S COMMENTS
 
          Attorney Miller did not have any comments.
 
JEFF WYANT’S COMMENTS
 
          Village Maintenance Supervisor Wyant reported that he did more jetting on Wilsey and Clovis Court; there was a good clog in the drain.  He also spent three hours looking for the tile hookup in Dunlap Woods and could not find anything; he will come back with a camera and metal detector to look again.  He then stated that he will take down the fence at 203 South David and return it to S & K Fence and he will also put more rock down from the sidewalk to the road for parking.  Village Maintenance Supervisor Wyant then stated that the parking lines at the Community Building’s parking lot need to be repainted.  He is having someone come next week with a paint machine to test out whether or not we would like to purchase one.  He asked that this be put on the agenda for next month.  Lastly, he and Village Maintenance Employee Woodworth put all of the shelving units together that were ordered for the filing room and the maintenance room.
 
FINANCE REPORT
 
          The financial reports were read by Trustee Hooker.  Trustee Hooker made a motion to pay the bills with the additions of $566.25 to Farnsworth Group; $243.37 and $113.51 to Comcast; and $35.61, $74.16 and $32.68 to Illinois American Water. Trustee Gadeken seconded the motion; the motion carried with all ayes on a roll call vote.  
         
           
 STREETS AND ALLEY
 
          Trustee Gadeken did not have any comments.
 
         
WATER/SEWER/UTILITY
 
          Trustee Harris stated that there is a continued problem with the ditch not draining in front of 5 Dunlap Woods and surrounding neighbor’s properties.  He stated that one of the neighbors has buried his sump pump and that is what is continuously draining into the ditch.  He stated that this is a constant problem because residents aren’t able to mow their ditches because they are always wet.  Trustee Harris would really like to use our ARPA funds to purchase the Village’s own vector machine at an estimated cost of $160,000 instead of paying someone $1,000 each time we need drains jetted. 
 
PUBLIC PROPERTY
 
          Trustee Bickers would like to purchase flowers for the downtown area again this summer.  Trustee Bickers made a motion to spend up to $1,000 to purchase flowers for the downtown Sidney area.  Trustee Harris seconded the motion; the motion passed with all ayes on a roll call vote.

          COMMUNITY DEVELOPMENT

          NEW BUSINESS
         
          Trustee Gadeken asked if we could run the Christmas lights that are downtown Sidney this summer for ambience at nighttime.  The board members agreed this would be a good idea; the timer is already  hooked up and we will begin doing that on Memorial Day.

VILLAGE OF SIDNEY BOARD OF TRUSTEES SPECIAL MEETING April 21st, 2022

​          The Sidney Village Board met on the above date for a special meeting.  The meeting was opened at 6:30p.m. with the Pledge of Allegiance by President Arrasmith.  The following trustees were present: Bickers, Gadeken and Laurent. Trustees Schluter, Harris and Hooker were absent.  Clerk Fish was also present.  
 
          PUBLIC COMMENTS:
         
          Jessica Guiles, representing the Sidney Saloon, stated that they were going to have a cancer benefit there this Saturday and was wondering if they could block off part of Byron Street during the event from 2-8pm.  The board members did not have a problem with that. 
 
President Arrasmith began the meeting by asking the board members to review and approve the tar and chip plans for this year.  Trustee Gadeken stated that they will be doing the Northwest side of the Village this year, including James Court and Witt Park Road as well as the entrance to Witt Park. The estimated cost for the project is $34,708.40.  Trustee Gadeken made a motion to approve up to $40,000 from the MFT fund to cover the cost of tar and chip this year.  Trustee Bickers seconded the motion; the motion passed with all ayes on a roll call vote.
         
President Arrasmith then stated that the file boxes as well as the cleaning supplies are currently sitting on the floor of their respective storage rooms and that we needed to purchase shelving to store them properly.  Trustee Laurent made a motion to spend up to $1,000 to purchase shelving for the Community Building.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote. 
         
President Arrasmith then asked the board to approve the amount of $175 so that the Village could participate in the county’s electronic recycling event.  Trustee Laurent made a motion to approve $175 to pay for our portion of the county’s electronic recycling program.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
         
          Trustee Bickers then stated that he had contacted Suits Lawncare and that they gave him a quote of $10,000 to plant 20 trees around the Village.  He stated that they will take care of everything including staking them down.  Trustee Bickers made a motion to approve $10,000 to plant 20 new trees in the Village.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote. 
 
 
 
          Mike Friend of Farnsworth Group spoke next regarding the Village’s ARPA Funds.  Clerk Fish had requested help from Farnsworth in reporting and budgeting these funds because we need an engineer to draw up and implement any plans we have for project uses.  The Government has very specific rules on what you can use these funds for, however, there are ways around that.  He is going to look into the possibility to use these funds to either purchase a jetting truck, build sidewalks along Witt Park road, storm drain projects or towards tar and chipping of the roads.  Trustee Bickers made a motion to spend up to $2,000 to hire Farnsworth group to manage our ARPA funds.  Trustee Gadeken seconded the motion; the motion passed with all ayes on a roll call vote.
